Borant's Veto (Denied Rewards)

Host’s one annual veto burned on Carl

In the Epilogue, Odette reveals Carl should be dead: the detonator should have triggered the cataclysm, but the AI ruled it inert and a Syndicate court upheld Carl's achievements and rewards. Borant then spent its single annual host veto (normally saved for the tenth-floor-or-deeper appeals) just to deny the trio their soul-bomb prizes: proof of how dangerous and valuable Carl and Donut have become.
