The Minister of Blood-Letting

A skeleton in a pope-like outfit wearing a necklace made of live bats, whose name as printed really is the Minister of Blood-Letting. He follows Dekoki onto the Lollipop stage and, by Donut's assessment, sings rather well while looking thoroughly disturbing. His team is in the same racing heat as Elle McGibbons and Imani C.
