Not the mastermind but his wife's tragic weapon: Miss Quill's husband and the town's former magistrate (before Featherfall), now neither alive nor dead: a monstrous in-between entity casting a great spell from the floor above the guards' warehouse, trying to fully resurrect himself. Miss Quill — the real magistrate and true architect of the plot — turned him into a soul capacitor for her own ends. His krasue pluck feathers from every skyfowl visitor for his ritual; failed transformations become the women dropped in the alleys. He controls 'avatars' as extensions of himself within a few blocks of his lair.
