The backup population the AI has been forced to draw on because far more crawlers survived than the season planned for. Akuma says the previous floor was padded out with mobs plumbed from the first and second floors, which did not work properly, and that breaking the seventh floor forced a rushed build of the eighth that depleted the stock further. Some of the racing teams and every mercenary-guild NPC on this floor come out of emergency backup — reused stock, and therefore awake.
