Carl floods the ninth-floor city

Carl's true endgame, hidden even from Mordecai. Instead of summoning a feral god onto Floor 9, he keeps the Gate (swapping in facsimile pieces during a hug with Katia) and opens the portal inside the faction-wars market at the bottom of Larracos. Ocean water, timed bombs and concierge sharks pour through, drowning half the inverted-cone city, leveling the markets, and permanently killing the NPC merchants, mercenaries and food sellers, who by the rules can never be replaced. It guts every faction's ability to arm its troops and severs Desperado access: a devastating economic blow to Borant and the sponsors. Juice Box, sent empty-handed, flies to Larracos in disguise to spread the truth among the survivors.
