Leon the Commissar

The Wasteland’s chief political officer: a stickler-for-rules gnome ambassador in a ratty olive uniform, “a tax attorney in another life.” He descends in the Legate balloon Vahana to collect the hostage Wynne, casting his changeling-detection spell on Carl’s crew and the zombified gnome. Donut’s charm and Katia’s triple-body con fool him completely; once airborne, Donut’s Astral Paw shoves him off the edge of his own basket to his death. His sniper escort, Crixus, dies with him.

• Chapter 10 — Named as the gnome ambassador who inspects the collateral.
• Chapter 11 — Descends in the Vahana, is conned into taking the crew aboard, and inspects the zombie Wynne.
• Chapter 12 — Pitched off the basket by Donut’s Astral Paw as the hijack begins.
