The borough boss that caps the hidden circuit under Satan's Water Park. Racers who cross the track's central junction drop through a trapdoor into the waterworks and pipes below and have to fight a long twisting route in the dark past Sheol demons and infant hedgehogs before reaching it, then pop back up on the path they were already on. Team Sparkles one-shot and shattered it with one of their guns without pausing. Carl skips the whole detour by driving up the park wall.
