Rishi’s Naphil-Class Bargain

The armless prisoner Rishi the naga pitches Carl, newly recognized by Syndicate law as the honorary de-facto leader of Earth, a signed, AI-witnessed contract: Earth natives get citizenship in all naga territories plus five Naphil-class generation ships, in exchange for letting the naga terraform and settle Earth's other planets post-crawl. Rishi reveals he has had his brothers depose Vinata's father to make himself the new Naga Sultan. Carl marks him (highest stat Dexterity), refuses the deal, and counters that the naga should drive the ships into a star, declaring Rishi ‘just the opening act.’
